Noel Ruiz served as the Chief of Party (COP) for the “Livelihood Enhancement and Peace (LEAP) Program)” which was a $12.0M contract funded by the USAID Mission to the Philippines situated in the island of Mindanao, Philippines. While Mr. Ruiz was COP for the LEAP Program, he also became the DCOP for the GEM-2 Program in 2005.
